DKCO advised Korsholm municipality in the procurement of a new education campus

DKCO acted as legal advisor in Korsholm municipality’s procurement of a new education campus in Smedsby. The estimated value of the construction contract is 29 500 000 euros and with a total investment budget of 32 600 000 euros, the education campus is the single largest investment made by the municipality. The new construction will cover over 10 000 m2, of which the first phase (approx. 6 300 m2) is scheduled to be completed by 31 May 2025. The second phase (approx. 4 300 m2) is an option and is scheduled to be completed by 31 May 2026.

The procurement was carried out as a negotiated procedure, in which the municipality of Korsholm conducted discussions concerning both technical construction solutions and commercial conditions with qualified contractors to achieve an optimized price assessment base. After the negotiation phase, the contractors submitted their final tenders. The competitive tendering was won by Lujatalo Oy, which will now be constructing the new education campus as a turnkey contract (design and build).

“It has been a very interesting project to work on. As in all major projects, we have encountered challenges, but we have managed to resolve the difficulties gradually. It is also remarkable that we were able to find solutions together with the contractors through the negotiations that resulted in substantial cost savings and that we were able to land the final tenders in line with the budget.” says Nathalie Myrskog, responsible lawyer in DKCO’s project team.
